client seo - 301 redirects

I now know that when taking a seo client on we should always use a buffer site and 301 redirects to power up the clients website.

My question is regarding the buffer website.

Do i just have the exact same pages/slugs created on both sites?

Also all the content on both sites should be 100% unique from each other but similar?
