What to use to produce similar to Scrapebox video?

What website or software to use to create videos from my desktop like this one https://www.youtube.com/watch?v=EqgPqYu0Db8 ?

For years back I downloaded something that everything is using, think it was from the download section of BHW, now I can't find it.

Is there any free version to use?
