Expired as T1 V/S Expired as 301 to clean T1 ?

Hey,

We're building a roadmap to attack some specific keyword in our niche and we're for a great PBN.

We found some nice TF20+ expired domains and we would like to use them in our network. problem is, we are trying to stay a minimum clean for our client. We dont want tome expired as direct T1 and we were thinking about buying new domains, creating a semi-authoritative website and 301'ing the expired domains to these clean Tier 1 website.

Question is, a 301 is supposed to transfer all the juice from one address to the other. So are there any downside as liking it to our fresh T1 instead of using them as Tier 1 themselves?
