Grow Rapidly on Instagram (Mostly Whitehat)?

Hello
I want to grow a business on instagram (by getting a lot of followers) and do it without getting baed or tagged for anything.
I want to follow the people who are following competitors.
Is this the best method?

And is there a good tool for this? What is the latest and greatest tool?
