Looking for an affiliate program or individuals for my nationwide vape juice line.

So I wanted to get some advice from you guys. I currently own a E Hookah lounge in Las Vegas and I am launching my Vape Juice line in 10 days. The website is almost complete and all of our product will arrive next week for shipping. I have good profit margins and am looking for the best company I can go with for an affiliate program or people that would like to make money promoting the website. I have talked with a couple affiliate managers and they want thousands of dollars to put down as a deposit and I am not willing to do that. This is a brand new very high end line that is less expensive then my competitors. So my questions are as follows:

1) Does anyone know of a good affiliate program that will take on my company that wont charge me to sign up?
2) Is there anyone that would be interested in promoting it for me.
3) What would be a good payout for affiliates? I am very fair when it comes to this. I think the payout should be profitable to you and me.

If you guys could help me with this I would really appreciate it.
