Torrent Quesstion

Is there a working program that can download torrents off of like piratebay and reupload them on your torrent sharing account? I'm talking about a program that can grab torrents (movies, etc.), password protect them in a zipfile, create a mirror link to a survey on sharecash and reupload them to your torrent sharing account so you can make money off of surveys. I would pay good money for something like that if it would do everything on autopilot. Just wondering.
