How to profit from your money on a US paypal acc if you live abroad?

Hi,

When you have US ebay and paypal stealth account, how do you do to get the money eaed and send it to a bank account abroad?

I heard paypal does not allow to withdraw money to another country (exemple, US to EU not allowed), so how to profit from your US money if you live abroad?

Thanks
