When to start fueling users?

Right now I have 15 accounts, all around 500-1k followers. The main purpose of these accounts is to drive followers to a bigger account that I will be starting from scratch.

Right now, I know that even 2k follower/account is too early to start driving followers since engagement is still low.
My question is, what is a good # of followers to start driving to main accounts?
