Cheap Shared hosting for 20-30 PBN domains

I'm in the process of building my first private blog network and I've been looking at cheap shared hosting to host them. It will cost me roughly 30-35 a year which is awesome since I'm trying to budget. The problem is that I'm unsure what providers are legit and what providers are crappy. I've been browsing the marketplace as well as webhostingtalk forums and I'm still flustered. I know you get what you pay for but what web hosting services for 1$/month are good?
