can you rank blogspot blogs in 2016 ?

do you guys think that blogspot blogs can be ranked on the first page of google for medium and low competition keywords ? thanks in advance.

For low comp: sure, put up some good keywords content, build some good backlinks, and it can get there.
For medium comp: yes, but you need to treat it like a real blog; solid backlinks, quality content and such.

My question is why?
